Getting Lincoln County Court Records
Begin with Search ARCourts. Find the case, then copy its exact number. Circuit Court criminal, civil, domestic-relations, probate, juvenile, and Circuit appeal files all sit with the Lincoln County Circuit Clerk. Traffic, misdemeanor, ordinance, small-claims, and other limited matters belong to whichever District Court department filed them.
Lincoln County publishes no local online copy-request form. The older channels still matter. The public case information is online. For the documents themselves, go to the counter, call, use a confirmed fax, or mail a request once the clerk quotes cost and delivery terms. Ask about a courthouse terminal before you drive over. The clerk offers no official request email or drop box.
- Search the case and record the exact court, number, type, and caption.
- Name the event date, entry title, pleading, order, judgment, or docket needed.
- Choose plain or certified form based on what the recipient requires.
- Call the Circuit Clerk or responsible District clerk for page count, fees, payment method, and delivery options.
- Use the counter, confirmed fax, or mail route the clerk approves, and include return instructions.
- For compiled data rather than one case file, use the separate AOC data-request process under Administrative Order 19.
Three Lincoln County Court Record Products
Three products answer three different questions. The docket is the case history. Think of it as the chronological index. It shows when a complaint, motion, order, hearing, or judgment was entered. A filed document holds the actual text behind an entry. A certified copy is clerk-authenticated. It serves formal uses that demand official proof.
| Product | What It Gives | Best Source |
|---|---|---|
| Docket or case history | Dated index of filings, settings, and outcomes | Search ARCourts, then the clerk |
| Filed document | Actual pleading, order, judgment, or public exhibit | Clerk holding the case file |
| Certified copy | Clerk-authenticated reproduction | Responsible Circuit or District clerk |
A public event label does not mean the attachment is downloadable. Maybe the entry says an order was filed. No image opens. Give the clerk the case number, event date, and event title. That works far better than asking for an unspecified full file.
Court Record Types
Lincoln County Circuit Court records cover general-jurisdiction matters. The District departments keep their own lower-court files. What the public can see varies with case type, redaction rules, and sealing orders. Common products include:
- Case histories and docket sheets showing the sequence of court activity.
- Complaints, petitions, answers, motions, notices, and other public pleadings.
- Signed orders, judgments, sentencing records, and public disposition entries.
- Public criminal, civil, domestic-relations, and probate case material held by the Circuit Clerk.
- Traffic, misdemeanor, ordinance, and small-claims files kept by the filing District department.
- Transcripts prepared through the assigned official court reporter, not reproduced from the docket.
A transcript is a word-for-word record of a Lincoln County proceeding. The docket is only an index. Once you know the judge, the date, and the hearing, use the official Arkansas court-reporter directory and ask the reporter about a transcript request and quote.
Lincoln County Court Record Custody
The Arkansas Judiciary lists Cindy Glover as Lincoln County Circuit Clerk. Her office keeps the Circuit Court's official case files and chronological entries. The County Clerk is a different county officer entirely. That office is not the custodian of Circuit pleadings. That distinction keeps requests from landing in the wrong room of the same courthouse.

Get a quote for copy and certification charges before you pay. Include the case number and division or type. Add the approximate year, the exact document, and how you want it delivered. District case? Contact the department named on the citation or filing. The Circuit Clerk does not keep every county court record just because the office sits in the courthouse.
Inside a Lincoln County Court Record
A Lincoln County case file has a case header. The documents and dated actions sit behind it. What is public depends on court participation and lawful limits. Read the chronology first. Only then read any single status label. Track down the signed order that supports the outcome.
| Case Header | Case number, court or location, type, filing date, status, and public case style |
|---|---|
| Participants | Public party roles and representation information where displayed |
| Pleadings | Complaint, petition, answer, motion, response, and other filed papers |
| Orders and Judgments | Signed rulings, final judgment, sentence, or later amended order |
| Case History | Dated event descriptions, sequence data, settings, filings, and disposition |
| Hearings | Date, time, type, court, and sometimes judicial officer |
| Exhibits and Attachments | Available only when public and released for access |
Events and documents are not the same thing. A motion entry proves a request was filed, not that it was granted. A closed status does not say who won. When the legal effect matters, get the written judgment or order.
Older Lincoln County Court Records
Lincoln County was formed in 1871. That means historic research can reach past the modern statewide portal. An old case may not appear online. It may still live in a paper file, a bound docket, microfilm, or an archive. The portal does not state when its Lincoln County coverage begins.
When you contact the Circuit Clerk, give an approximate year. Add party names, the subject or division, and the entry you want. Ask whether an archive search needs an appointment, extra retrieval time, or a quoted fee. Do not count on a public terminal. Confirm counter hours, terminal access, payment methods, and archive procedures at 870-628-3154 before you make the trip.
Note: An empty online result is not proof. It does not show that an older Lincoln County court record was never filed.
Fees and Certified Copies
A plain copy often suffices for reading or historical research. A certified copy carries the clerk's authentication. Another court or institution may demand that form. Ask the receiving body which one it needs before you order. Lincoln County does not publish per-page, certification, exemplification, or clerk-search fees. Each amount must come as a quote from the custodian.
| Item | Published Status |
|---|---|
| Search ARCourts public case information | Free public search |
| Plain document or docket copy | Lincoln County fee not published; call clerk |
| Certified copy | Per-page and certification amount not published |
| Exemplified copy | Ask whether offered and request total |
| Clerk record search | Ask for quote if case number is unknown |
| Transcript | Court reporter quotes under applicable rules |
For a mailed request, confirm the payee, accepted payment type, total, return envelope rules, and delivery time first. Never send cash or sensitive data based on a third-party directory. The eFlex registration charge is a filer fee, not a Lincoln County copy charge.
Lincoln County eFlex Record Limits
Arkansas eFlex is a filing channel, not a public court-record database. Authorized participants get a narrow window into cases. The platform's own materials say a filer may search only cases on which that user has filed. Only counsel of record may remotely view electronically filed documents. For public discovery, Search ARCourts is the route. Official copies stay with the clerk.
The official eFlex resources lay out the filing environment and its support materials. One boundary trips people up. A docket entry can be publicly visible. Its attached document may stay closed to remote viewing. That is an access limit, not proof the paper does not exist.
Call the clerk with the exact entry date and title. Do this when an attachment is public but unavailable online. If it is sealed or confidential, a broader request will not unlock it. Lawful authority or a court order permitting disclosure is what opens the door.
Sealed Records and Public Access
Arkansas Supreme Court Administrative Order 19 supplies the main framework for court-record access. Arkansas FOIA, including the public-record examination rule in Arkansas Code section 25-19-105, does not convert confidential court material into public material. Requests for a single case and requests for compiled data follow different procedures.
Key access rules:
Administrative Order 19 governs public access, exclusions, remote access, requests, and compiled court information.
Arkansas Code sections 16-90-1401 and following restrict sealed criminal records to authorized disclosure channels.
Arkansas Rule of Civil Procedure 5(c)(2) supports protection and redaction of personal identifiers in court filings.
Juvenile and adoption files are generally confidential. Domestic cases can be split. A public shell may hide withheld addresses, financial data, evaluations, or certain orders. A docket entry may stay visible while its attachment is restricted. Silence from the clerk is not an answer either. The clerk may be barred from confirming a sealed criminal record. So treat an unanswered request as just that, not as proof of what the file holds.
Lincoln County Record or Compiled Data
Need one Lincoln County docket, pleading, judgment, or certified copy? Ask the local office that holds the file. Compiled or bulk court data is a different animal. The AOC data request forms handle that work under Administrative Order 19. Route a single-file request there and you mostly buy yourself a wait.
State and federal records also sit in separate systems. Lincoln County state cases live in Search ARCourts with the state clerks. Federal cases run through CM/ECF and PACER. Matching captions do not merge the files. Removal, bankruptcy, or a federal appeal each opens its own case number. The Eastern District CM/ECF information page shows that the Pine Bluff Division has accepted no new cases since November 2019.
The division notice is a nudge. Confirm the current federal assignment rather than assuming it from Lincoln County geography.
Lincoln County Federal Court Records
Eastern District PACER and CM/ECF access is the official federal docket channel.
That login belongs to a separate federal record system. It will not search Lincoln County Circuit or District Court files.
The national PACER service covers registration, the Case Locator, and current fee information.
PACER can find federal dockets nationwide, but certification must come from the federal court holding the record. RECAP on CourtListener may hold free copies that PACER users contributed.
RECAP is incomplete and cannot replace the federal clerk as the official source. Bankruptcy matters go through the U.S. Bankruptcy Court for the Eastern and Western Districts of Arkansas and PACER.
A bankruptcy docket is its own distinct file and number, even when it affects a Lincoln County state case.
